The main functions of the Administrative Director (AD) include fiscal, personnel, and grants management, described below:
- Finance Functions: The AD is responsible for monitoring the annual budget and approving all applicable expenses of the center, performing cost analyses, preparing budget reports and projections, maintaining statistical data to monitor and forecast fiscal performance, developing and implementing efficient funds management procedures and accounting operations. The AD works with the hospital administration to negotiate the GCRC standard of care credit reimbursement and annual routine cost charges. The AD is in charge of developing third party billing procedures for the GCRC with the hospital's billing department and assisting the GCRC leadership in the development of an industry-sponsored charge schedule.
- Personnel Management: The AD manages personnel policies and procedures for staff, reviews and approves staff personnel actions, which may include recruiting, affirmative action compliance, training, and performance review. The AD provides insight for GCRC leadership in the areas of staff payroll and personnel, materials management, and space and facilities utilization.
- Grants Management: The AD assists the Program Director on issues related to finance, GCRC guidelines and policy changes, and various funding opportunities. The AD is responsible for strategic planning and marketing the center to qualified investigators as well as maintaining patient census and protocol submission records. The AD organizes and coordinates grant management including annual budget preparation and the annual progress report submission and coordinates the preparation of non-competing and competing grant renewal applications.
In addition to these functions, the AD works with the Nurse Manager to develop and maintain Standard Operating Procedures and Quality Improvement Plan for the GCRC. The AD also manages and supports activities of the GCRC Scientific Advisory Committee and serves as an ex officio member of the GAC. Most importantly the AD has the responsibility of ensuring that the GCRC, as an operating center in general, and all GCRC sub-projects adhere to the sponsor's regulations, as well as Georgetown University and Georgetown University Medical Center policies and procedures. Adherence to ICH Good Clinical Practices, applicable Code of Federal Regulations (CFRs) and all applicable Office of Management and Budget (OMB) Circulars A-21, A-110, and A-133, and NIH grant policies for extramural research are among the policies and procedures that guide the GCRC to be in compliance with applicable local, District, State, and Federal regulations.
